You are X, and the computer is O. The "Random AI" plays anywhere, so it can leave you an opening to win, but the "Perfect AI" never makes a mistake. See for yourself that, no matter how well you play against a perfect AI, the best possible result is a draw.

In game theory, tic-tac-toe is called a "solved game." When both players play their best, the result is completely determined — it is a draw. Chess and Go are too complex to have been fully solved, but tic-tac-toe has so few possibilities that a computer can calculate every possible game.
